The government believed that only through democracy, Mozambique would be able to achieve its goal. They understood how much support they needed from the people to ensure that the country's ideals are met. Also, at the time, an anti-Marxist force sponsored by the US was attempting to place a new ruler in power of Mozambique. In order to avoid that, elections occurred in which Marxist Joaquim Chissano was elected and the US acknowledged his success.

Thousands of people were killed and more were forced to evacuate and more into cities. Cities became overpopulated and a large chunk of Mozambique's farmland was destroyed, leaving many hungry and weak. These floods were caused by an unusually high amount of rainfall mixed with rising tides.

This was part of a plan proposed by the G8 countries, a council of the 8 wealthiest countries of the world, in order to try and save the falling economy of Mozambique. This was Mozambique's saving grace, allowing it to recuperate and grow back its economy to the point where it can at least sustain itself.
